FOR CONSTRUCTING
COOSA STP SCREENING STRUCTURE

To Whom It May Concern:
Notice is hereby given that the City of Rome, Georgia proposes to let a Contract to the
lowest responsible bidder, upon sealed proposals, for the furnishing of all labor, material,
equipment and other things necessary for constructing the Coosa STP Screening Structure
for the City of Rome, Georgia.
Sealed proposals will be received at the office of the City of Rome Purchasing Department,
P.O. Box 1433, 601 Broad Street, Rome, Georgia 30162-1433 until 10:00 a.m. (local time),
Thursday, February 16, 2012, and will then and there be publicly opened and read aloud in
the Purchasing Department conference room.
The work is to be let in one (1) contract and shall conform in all respects to the
Specifications of Williams, Sweitzer & Barnum, Inc., Engineers, Rome, Georgia, which are
made out and posted conspicuously in the office of the City of Rome Purchasing
Department, which is also the office of the Undersigned, and said specifications, general
conditions and drawings, are open to the inspection of the public.
The extent and character of the work to be done in General, consists of the construction of
and supplying the following approximate quantities:

COOSA STP SCREENING STRUCTURE
Construct Coosa STP Screening Structure to house an
existing mechanical screening device owned by the City of Rome,
complete including structures, controls, piping, sewerlines, fencing, access
drive, filling and grading, and all other related items.
Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which
prohibit discrimination in employment regarding race, creed, color, sex, or national origin.
Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act*, the
Anti-Kickback Act and the Contract Work Hours Standard Act.
*Project is not subject to the rules of the Davis Bacon Act.
Bidders will make positive efforts to use small and minority owned businesses.
Bidders must certify that they do not, and will not, maintain or provide for their employees
any facilities that are segregated on a basis if race, color, creed, or national origin.
All above, as more specifically shown by the plans and specifications of the Engineer as
aforesaid. Reference is made to the specifications in the office of the City of Rome
Purchasing Department, Rome, Georgia for a more particular description of the work. Said
work shall begin upon the written order of the City of Rome, after the formal execution of
the Contract.
Request for payment for said work will be made through the City of Rome not later than the
fifteenth (15th) day of each calendar month. The Owner shall make a progress payment to
the Contractor on the basis of a duly certified and approved estimate of the work performed
during the preceding calendar month under this contract; but to insure the proper
performance of the Contract, the Owner shall retain ten percent (10%) of the amount of
each estimate of all work covered by this Contract.
The successful bidder shall complete the work within 150 consecutive calendar days.
Provided further, that on completion and acceptance of each separate building, public
work or other division of the Contract on which the price is stated separately in the Contract,
payment may be made in full including retained percentages thereon, less authorized
deductions. In preparing estimates of material delivered on the site, preparatory work done
may be taken into consideration, and upon the final completion and acceptance of all work
covered by the Contract and the filing of a Certificate of Completion and approval thereof
by the Engineers as aforesaid, all retained sums will be paid.

Complete sets of contract documents, construction specifications and drawings may be
obtained at the office of Williams, Sweitzer & Barnum, Inc., Engineers, 2232 Redmond
Circle, Rome, Georgia 30165, upon a non-refundable payment of $200.00 per set. Bidders
must obtain bid documents from Williams, Sweitzer & Barnum, Inc. in order to be
considered a responsive bidder. Bids must be submitted on Proposal Form furnished with

The Contract, if awarded, will be on a unit price basis. No bid may be withdrawn for a
period of sixty (60) days after time has been called on the date of opening. Bids must be
accompanied by a Bid Bond in an amount of not less than five percent (5%) of the base
bid. All bonds must be countersigned by a Georgia Resident Agent.
A faithful Performance Bond in the amount of one hundred percent (100%) of the amount
of the bid, and a Labor Materials Payment Bond in the amount of not less than the amount
of said Bid, one hundred percent (100%), as provided by Georgia Code Section 23-1704
and 23-1705, shall be furnished by the successful bidders.
The successful Contractor must furnish the City of Rome a certificate of liability insurance
coverage in the amount of $2,000,000, and Workers Compensation Insurance, as required
by the laws of the State of Georgia. The certificates must list the City of Rome as the
additionally insured.
The successful Contractor is responsible for acquiring any, and all, permits that may be
required by state, federal or local government agencies, and for the payment of such
permits.
The successful Contractor will be responsible for providing proper containment receptacles
for waste materials generated from this project, and for the proper disposal of such materials
in according with all federal and local government agencies.
The right is reserved to the City of Rome, Georgia to delay the award of the Contract for a
period not to exceed sixty (60) days from the date of opening of bids, during which time
bids shall remain open and not subject to withdrawal. The right is also reserved to the City
of Rome to reject any and all bids and to waive any and all technicalities or informalities.
Any contract executed pursuant to this notice shall be binding upon the City of Rome, as
such, but will not create a liability expressed or implied, against any members of the City
Commission of the City of Rome, the City Manager, or any officer or employee of said City,
in his or her individual capacity.
