To Whom It May Concern:
Notice is hereby given that Floyd County, Georgia proposes to let a Contract to the lowest
responsible bidder, upon sealed proposals, for the furnishing of all labor, material, equipment
and other things necessary for constructing Floyd County Water System Improvements to
include 2 MG Shannon Tank and Georgia Hwy. 53 – 12” ductile iron waterline in Floyd County,
Georgia.
Sealed proposals will be received until 10:00 AM (local time), on June 7, 2010 at the office
of the Floyd County Purchasing Director, located in the Floyd County Administration Building,
12 East Fourth Avenue, Suite 106, Rome, Georgia. Sealed bids will then and there be publicly
opened and read aloud in the office of the Purchasing Director.
The work is to be let in two contracts, and shall conform in all respects to the Specifications of
Williams, Sweitzer and Barnum, Inc., Engineers, Rome, Georgia which are made out and
posted conspicuously in the office of the Purchasing Agent of the Board of Commissioners of
said County, which is also the office of the undersigned, and said specifications, general
conditions and drawings, are open to the inspection of the public.
The extent and character of the work to be done in general, consists of the construction of and
supplying the following approximate quantities:
CONTRACT NO. 1 – WATER DISTRIBUTION SYSTEM
12” D.I. Water Main 9,400 L.F.
8” D.I. Water Main 40 L.F.
6” D.I. Water Main 670 L.F.
12” Water Valve 16 Ea.
8” Water Valve 2 Ea.
6” Water Valve 3 Ea.
Fire Hydrant w/6” Valve 7 Ea.
1” Service Pipe 320 L.F.
¾” Service Pipe 270 L.F.
Reset Water Meters 16 Ea.
Plus fittings, bored crossings including rock bores and other associated work items.
CONTRACT NO. 2 – 2 MG WATER RESERVOIR CONSTRUCTION (2 MG PRESTRESSED
CONCRETE TANK
2,000,000 gallon prestressed concrete tank, 55 feet (+ to HWL, including foundation, clearing,
grading, grassing, 24” D.I. inlet piping, 24” D.I. outlet piping, 12” check valve pits (two
required), 12” altitude valve pit, tank access driveway including drainage pipes, fencing, local
drainage improvements including silt barriers, ditch checks, erosion control and painting, and
related items in accordance with the drawings, and as specified L.S. Job
Install a new 24” inlet pipe at the existing Shannon Tank L.S. Job
Repair leaks at the existing Shannon tank, as follows:
a. Install an Epoxy Boot at the floor wall joint L.F. 300
b. Install an Epoxy Lining across the entire floor, and two feet
up the tank wall S.F. 7,500
c. Crack repair L.F. 100
d. Touch up outside paint damaged during work on existing
Shannon tank L.S. Job
Bidders must comply with the President’s Executive Order Nos. 11246 and 11375,
which prohibit discrimination in employment regarding race, creed, color, sex,
or national origin.
Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act,
the Anti-Kickback Act and the Contract Work Hours Standard Act.
Bidders must certify that they do not, and will not, maintain or provide for their employees
any facilities that are segregated on a basis of race, color, creed, or national origin.
Bidders will make positive efforts to use small and minority owned businesses.
All the above, as more specifically shown by the plans and specifications of the Engineer as
aforesaid. Reference is made to the specifications in the office of the Purchasing Agent of the
Board of Commissioners of Floyd County, Georgia, for a more particular description of the
work. Said work shall begin upon the written order of the Floyd County Board of
Commissioners, after the formal execution of the contract.
Request for payment for said work will be made through the Floyd County Board of
Commissioners not later than the fifteenth (15) day of each calendar month. The Owner shall
make a progress payment to the Contractor on the basis of a duly certified and approved
estimate of the work performed during the preceding calendar month under this Contract; but
to insure the proper performance of this Contract, the owner shall retain ten percent (10%) of
the amount of each estimate of all work covered by this Contract.
Provided further, that on completion and acceptance of each separate building, public work or
other division of the Contract on which the price is stated separately in the Contract, payment
may be made in full including retained percentages thereon, less authorized deductions. In
preparing estimates of material delivered on the site, preparatory work done may be taken into
consideration, and upon the final completion and acceptance of all work covered by the
Contract and the filing of a certificate of completion and approval thereof by the Engineers as
aforesaid---all retained sums will be paid.
The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms
of Bid Bond, Performance Bond, and other Contract Documents may be examined at the

Complete sets of contract documents, construction specifications and drawings may be
obtained at the office of Williams, Sweitzer and Barnum, Inc., Engineers, 2232 Redmond Circle,
Rome, Georgia 30165, upon a non-refundable payment of $250.00 per set.
The Contract, if awarded, will be on a unit price basis. Bid may not be withdrawn for a
period of ninety (90) days after time has been called on the date of opening. Bids must be
accompanied by a Bid Bond in an amount of not less than five percent (5%) of the base bid. All
bonds must be signed or countersigned by a Georgia Resident Agent.
A faithful Performance Bond in the amount of one hundred percent (100%) of the amount
of the bid, and a Labor Materials Payment Bond in the amount of not less than the amount of
said Bid, one hundred percent (100%) as provided by Georgia Code Section 23-1704 and 23-
1705, shall be furnished by the successful bidders.
The right is reserved to the Board of Commissioners of Floyd County, Georgia to delay
the award of the Contract for a period not to exceed ninety (90) days from the date of opening
of bids, during which time bids shall remain open and not subject to withdrawal. The right is
also reserved to the Board of Commissioners of Floyd County, Georgia to reject any and all
bids and to waive any and all technicalities or informalities. Any contract executed pursuant to
this notice shall be binding upon the Board of Commissioners of Floyd County, Georgia, as
such, but will not create a liability expressed or implied, against any members of the Board of
Commissioners of Floyd County, the Chairman of the Board, or employee of said County, in
his or her individual capacity.
