CONTRACT AND INVITATION FOR BIDS
FOR CONSTRUCTING
WATER SYSTEM IMPROVEMENTS
FOR THE
CITY OF CAVE SPRING, GEORGIA
To Whom It May Concern:
Notice is hereby given that the City of Cave Spring, Georgia proposes to let a Contract to
the lowest responsible bidder, upon sealed proposals, for the furnishing of all labor, material,
equipment and other things necessary for constructing Water System Improvements for the
City of Cave Spring, Georgia.
Sealed proposals will be received at the Cave Spring City Hall, 10 Georgia Avenue, P. O. Box
365, Cave Spring, GA 30124 until 10:00 AM (local time), on September 11, 2009 and will then
and there be publicly opened and read aloud.
The work is to be let in four (4) contracts, and shall conform in all respects to the
Specifications of Williams, Sweitzer and Barnum, Inc., Engineers, Rome, Georgia which are
made out and posted conspicuously in the office of the Cave Spring City Hall, which is also the
office of the undersigned, and said specifications, general conditions and drawings, are open
to the inspection of the public.
The extent and character of the work to be done in general, consists of the construction of and
supplying the following approximate quantities:
CONTRACT NO. 1 – WATER DISTRIBUTION SYSTEM
12” D.I. Water Main 31,500 L.F.
10” D.I. Water Main 40 L.F.
8” D.I. Water Main 21,350 L.F.
6” PVC Water Main 43,100 L.F.
2” PVC WaterMain 500 L.F.
12” Water Valve 23 Ea.
10” Water Valve 3 Ea.
8” Water Valve 19 Ea.
6” Water Valve 55 Ea.
Fire Hydrant w/6” Valve 59 Ea.
2” Service Pipe 150 L.F.
1” Service Pipe 300 L.F.
¾” Service Pipe 8,000 L.F.
Reset Water Meters 322 Ea.
Replace existing 4” Neptune compound meter and Badger strainer with new 4” Neptune
compound meter (R-900, V-3 Radio Read) and strainer at meter pit No. 1
Replace existing 3” Hersey compound meter and strainer with new 3” Neptune compound
meter (R-900, V-3 radio read) and strainer at meter pit No. 2
Replace existing 4” Neptune compound meter and strainer with new 4” Neptune compound
meter (R-900, V-3 radio read) and strainer at meter pit No. 3
Construct reinforced concrete meter pit around existing 2” meter at meter pit No. 4
Construct 6” pressure reducing valve pit and related valves and piping at the existing Floyd
County to City of Cave Spring existing 6” meter pit, including connections to existing water
pipelines
Plus fittings, bored crossings including rock bores and other associated work items.
CONTRACT NO. 2 – 1 MG WATER RESERVOIR CONSTRUCTION
Construct one 1,000,000 gallon water reservoir (prestressed concrete) including foundation,
12” D.I. inlet piping, 12” D.I. outlet piping, 12” check valve pit, tank access road fencing and
grading to promote local drainage
CONTRACT NO. 3 – PEDESPHERE ELEVATED WATER STORAGE TANK
Construct one 75,000 gallon steel PEDESPHERE water reservoir with a complete cathodic
protection system, and also including foundation, 12” D.I. inlet-outlet piping, tank access road,
fencing and grading to promote local drainage
CONTRACT NO.4 –PUMP STATION CONSTRUCTION AND CONTROLS
Construct Perry Farm Road Pump Station complete including controls and SCADA system, and
all other related items
Construct renovations at Padlock Mountain Road pump station complete including replacing
existing pumps and motors, controls and SCADA system, and all other related items
Construct additional SCADA system for existing facilities, as drawn and specified
The project is to be financed by a loan from the Georgia Drinking Water State Revolving Loan
Fund, project No. DWSRF 09-003.
Bidders must comply with the President’s Executive Order Nos. 11246 and 11375,
which prohibit discrimination in employment regarding race, creed, color, sex,
or national origin.
Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act,
the Anti-Kickback Act and the Contract Work Hours Standard Act.
Bidders must certify that they do not, and will not, maintain or provide for their employees any
facilities that are segregated on a basis of race, color, creed, or national origin.
Bidders will make positive efforts to use small and minority owned businesses.
Bidders are required to use iron, steel and manufactured goods that are produced in the USA.
(Manufactured goods – An item to be incorporated into the work that has been processed into
a specific form or combined with other raw materials to create a material that has different
properties than the properties of the individual materials. There is no requirement with regard
to origin of components as long as the manufacture of the item occurs in the United States.)
The successful Contractor and Subcontractor shall comply with 41 CFR 60-4, in regard to
affirmative action, to insure equal opportunity to females and minorities and shall apply to time
tables and goals set forth in 41 CFR-4, if applicable, to the area of the project. The Contractor
should be aware that Georgia House Bill No. 653 might allow a 10% tax credit to majority firms
doing business with minority firms.
Bidders must comply with all provisions and requirements of the American Recovery and
Reinvestment Act of 2009 (ARRA) and the Georgia Drinking Water State Revolving Loan Fund
Program.
All the above, as more specifically shown by the plans and specifications of the Engineer as
aforesaid. Reference is made to the specifications in the office of the City of Cave Spring, GA
City Hall, for a more particular description of the work. Said work shall begin upon the written
order of the City of Cave Spring, after the formal execution of the contract.
Request for payment for said work will be made through the City of Cave Spring, GA not later
than the fifteenth (15) day of each calendar month. The Owner shall make a progress payment
to the Contractor on the basis of a duly certified and approved estimate of the work performed
during the preceding calendar month under this Contract; but to insure the proper
performance of this Contract, the owner shall retain ten percent (10%) of the amount of each
estimate of all work covered by this Contract.
Provided further, that on completion and acceptance of each separate building, public work or
other division of the Contract on which the price is stated separately in the Contract, payment
may be made in full including retained percentages thereon, less authorized deductions. In
preparing estimates of material delivered on the site, preparatory work done may be taken into
consideration, and upon the final completion and acceptance of all work covered by the
Contract and the filing of a certificate of completion and approval thereof by the Engineers as
aforesaid---all retained sums will be paid.

Complete sets of contract documents, construction specifications and drawings may be
obtained at the office of Williams, Sweitzer and Barnum, Inc., Engineers, 2232 Redmond Circle,
Rome, Georgia 30165, upon a non-refundable payment of $250.00 per set.
The Contract, if awarded, will be on a unit price basis. Bid may not be withdrawn for a
period of ninety (90) days after time has been called on the date of opening. Bids must be
accompanied by a Bid Bond in an amount of not less than five percent (5%) of the base bid. All
bonds must be signed or countersigned by a Georgia Resident Agent.
A faithful Performance Bond in the amount of one hundred percent (100%) of the amount
of the bid, and a Labor Materials Payment Bond in the amount of not less than the amount of
said Bid, one hundred percent (100%) as provided by Georgia Code Section 23-1704 and 23-
1705, shall be furnished by the successful bidders.
The right is reserved to the City of Cave Spring, Georgia to delay the award of the
Contract for a period not to exceed ninety (90) days from the date of opening of bids, during
which time bids shall remain open and not subject to withdrawal. The right is also reserved to
reject any and all bids and to waive any and all technicalities or informalities. Any contract
executed pursuant to this notice shall be binding upon the City of Cave Spring, Georgia, as
such, but will not create a liability expressed or implied, against any members of the City
Council of Cave Spring, the Mayor of Cave Spring or any officer or employee of City, in his or
her individual capacity.
